The Smart City Maturity Journey Matrix delineates the evolution of Smart Cities across five distinct levels. Each level outlines critical milestones spanning key components such as action plans, governance structures, data policies, analytics capabilities, command centers, IoT integration, and adherence to standards like MS ISO 37122:2019. This matrix underscores a commitment to continuous improvement, marked by progressively advancing integration, sophistication, and intensification in data management through smart technology deployment.

To successfully navigate this journey, it is essential for cities to prioritize the development of their capabilities and capacities in Smart Cities Program Management. These enhanced capabilities will enable cities to effectively align downstream projects with the broader objectives outlined in upstream policy aspirations.

In smart cities complex development, the journey is as vital as the destination—it is through continuous learning, adaptation, and innovation that we shape a resilient and sustainable cities.

The table illustrates a structured Smart City Talent Maturity Framework that aligns talent development with city maturity levels, course complexity, and certification progression. It spans five stages—from Pre-Smart City (Pre-Level) to Visionary Smart City (Level 4)—each linked to a corresponding course maturity (Foundation to Leadership), certification level (Smart City Associate to Smart City Architect), and distinct skillsets. This framework ensures a stepwise advancement from basic awareness and planning competencies to advanced, strategic, and all-round leadership capabilities in smart city program management.

The table further categorizes the relevance of each maturity level across three stakeholder groups: Government, Private Sector, and Academia. For each level, it outlines the type of personnel involved—from entry-level planners and researchers to senior officials, heads of departments, and subject-matter experts. The framework underscores a clear path for capacity building, ensuring that individuals in various roles can progressively deepen their expertise in alignment with the complexity and maturity of their city’s smart transformation journey.
